March 2023 Significant Rulemaking Report
FMCSA regulations are always changing, but Foley offers DOT compliance support to keep you up-to-date.
The month of March is coming to an end, so let's review the federal updates and proposed rulemakings your need to know to stay compliant.
New FMCSA Clearinghouse Employer Query Notifications
On March 8, the FMCSA Clearinghouse introduced direct email notifications to employers if a change to their driver’s Clearinghouse record occurs within 12 months following a pre-employment or annual Clearinghouse query.
Before this update, employers would receive email notifications about new driver information only within 30 days of running pre-employment queries.

Proposed Reductions to 2024 UCR Fees
In a March 16 notice, the FMCSA proposed reducing the fees associated with the annual Unified Carrier Registration (UCR).
Motor carriers, brokers, freight forwarders, and leasing companies may see a nine percent decrease in the 2024 UCR fees in comparison to the 2023 fees. The expected reductions would vary between $4 and $3,453 per business, depending on the total number of vehicles in a fleet. Brokers and leasing companies should expect to see the lowest reductions, as they pay the lowest annual fees.
You can leave your comments on the proposed reductions here through April 17.
Did you file your 2023 UCR? This Foley article explains what the UCR is, who needs to file one every year, and what can happen if you fail to file yours (FYI: you could have to pay fines up to $5,000).
