Unified Carrier Registration Fees Increase 25 Percent for 2025
The UCR fee increase follows a two-year streak of fee reductions for those subject to the federal filing requirements.
Federal regulators have approved a 25 percent hike in fees charged to motor carriers, brokers, and leasing companies under the Unified Carrier Registration (UCR) Plan for the 2025 registration year.

This increase, announced by the Federal Motor Carrier Safety Administration (FMCSA), will result in additional annual costs ranging from $9 to $9,000, depending on fleet size, with a fixed fee of $46 for brokers and leasing companies. This adjustment, which is the first significant increase in over a decade, follows a period from 2023 to 2024 where fees were reduced by an average of 37.3%.
The FMCSA justifies this increase as a necessary recalibration to meet statutory obligations and support state highway safety programs. Despite some public opposition citing the increase as unwarranted, the FMCSA maintains that the UCR Plan has consistently adhered to its budget, which has allowed for previous fee reductions.
